Founder and CEO, Andress Appolon, serves as the Senior Manager for all client accounts and the Lead Consultant for all energy reform and public finance engagements. A pool of highly qualified independent advisors provides specialized input, expertise and analysis, as needed.

With nearly two decades of experience advising State treasuries in the United States, the Executive branch and private sector in Haiti, and Boards of multinational corporations and development banks, Andress has acquired the knowledge, expertise, reputation and network to serve as your Trusted Advisor.
As part of the firm's current engagements, she serves as General Manager of the Lafito Industrial Free Zone; and previously servesd as Senior Advisor on the World Bank Group's Scaling Up Renewable Energy Program.
Before returning to Haiti, Andress was a Senior Counselor on the Board of the Inter-American Development Bank (IDB) where she advised on the execution of a $2 billion grant portfolio. Prior to that appointment and under the Appolon Strategies banner, she served as Senior Policy Advisor to former Haitian President Martelly. In this capacity and as Director General of Electricité d’Haïti (EDH), she developed and launched the company's Emergency Action Plan.
Before launching Appolon Strategies, Andress was a Senior Vice-President in the U.S. Public Finance sector. Her clients included the New York & Long Island Power Authorities, as well as the states of Connecticut, New York and Virginia. She structured financing for specialized bond credits, including the Clean Water and Drinking Water State Revolving Fund structure, unrated Charter School financings, and an ongoing restructuring for the State of New York’s Worker’s Compensation Second Injury Fund.
Andress holds an MPP in Business and Government Policy from the Harvard University's John F. Kennedy School of Government.
Etzer Botes

Mr. Botes has over 10 years of experience helping public and private multi-national corporations solve their most complex challenges. He specializes in strategic planning, shared services, operating model design and implementation, business process re-engineering, supply chain and strategic sourcing improvement, technology adoption and change management.
Mr. Botes holds an MPP in Business and Government Policy from the Harvard University's John F. Kennedy School of Government.
Jean Gardy Ligonde
Power Engineering
Mr. Ligonde has over 25 years of experience in thermal power engineering. He has decades of experience with Electricité d'Haiti where he last held the position of Director of Provinces, managing all operations outside of the capital city.
Mr. Ligonde holds a Masters in Electrical Mechanical Engineering from the State University of Haiti.
Zuley Clarke
Technology | Shared Economy
Ms. Clarke is an entrepreneur, a UX researcher, and product designer with over a decade of experience in the Tech space. Prior to co-founding her own tech company Sightworthy, she led the UX efforts at places like Shutterstock, The Economist, and Showtime where she successfully established a practice of product research.
Ms. Clarke holds an MS in Digital Media from Georgia Tech University.
France Francois
Social Impact & Policy
Ms. Francois makes global initiatives fit local realities. She has a proven track-record bridging the gap between people and the policies and projects that impact their lives. Most recently, she designed a grievance mechanism that allowed community members in a remote village in Haiti to report issues confidentially using secure text messages.
Ms. Francois holds an MA in International Development and Conflict Resolution.
